Notice of SEPA Decision: NOTICE IS HEREBY GIVEN that the City of Leavenworth has issued a Determination of Non-significance (DNS) for the proposed fencing around the Water Treatment Plant. You are invited to review the files and make comments. Comments received by July 3, 2025 will be addressed by City staff. SEPA LUA2025-022: The City of Leavenworth plans to construct approximately 319 lineal feet of chain link fence and three 20-foot long gates around the earthen backwash basin at the City of Leavenworth’s Water Treatment Plant adjacent to Icicle Creek. The project is located in Chelan County on City property adjacent to the Snow Lakes Trailhead. The site address is 7201 Icicle Road, Leavenworth WA, parcel number 241727320050. Fencing would be constructed with minor grading to create an even ground surface and eliminate gaps at the bottom of the fence. A maximum of 15 mostly immature trees would be removed to place the fence. Most of the fence would be located outside of the 100’ buffer of Icicle Creek. Approximately 30 feet of proposed fencing would be located within the 100’ buffer of Icicle Creek, with the closest point being 93 feet landward of the OHWM. The proposed location of the fence is as landward as feasible given the site topography and existing infrastructure. 2 mature trees would be replaced at a 2:1 ratio, the rest are immature trees and will be replaced at a 1:1 ratio. SEPA Environmental Review: City of Leavenworth has reviewed the proposed project for probable adverse environmental impacts and has determined that the proposal will not have a probable significant adverse impact on the environment. This determination is based on the file of record, including but not limited to: Design Plans, JARPA application, SEPA Checklist, Habitat Management and Mitigation Plan, Cultural Resources Report and a Geotechnical Report. The proposed changes will not result in new impervious cover or adverse environmental impacts. An environmental impact statement (EIS) is not required under RCW 43.21C.030.Required Permits: SEPA (City of Leavenworth), Shoreline Substantial Development Permit (Chelan County), JARPA. Public Notice: The DNS process (WAC 197-11-340) was used for this project. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. The lead agency will not act on this proposal for 14 days.
