Notice of Application and SEPA Determination: NOTICE IS HEREBY GIVEN that the City of Leavenworth has received the following application and expects to issue a Determination of Non-significance (DNS) for the Blackbird Pond pump replacement and ADA retrofit. You are invited to review the files and make comments. Comments received by May 8, 2025 will be addressed in the City staff review. Shoreline Exemption LUA2025-014 The Blackbird Pond pumps are failing and need to be replaced. The pumps supply water from the Wenatchee River to the pond. Removal and installation of the pumps will take place in approximately 200 sq ft of space at the pump shed. The project also includes extending the existing ADA barrier at the north end of the pond to bring it into compliance with current ADA standards. The pond is within the shoreline jurisdiction of the Wenatchee River which is a Shoreline of the State. The shoreline designation is Urban Park. This project is exempt from the shoreline substantial development permit pursuant to City of Leavenworth SMP 7.6.3 (B) and (Q). SEPA Environmental Review: City of Leavenworth has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Nonsignificance (DNS). This determination is based on the file of record, including but not limited to: Design Plans, JARPA application, SEPA Checklist. The proposed changes would not result in adverse environmental impacts. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. A copy of the subsequent threshold determination for the proposal may be obtained upon request. Comments must be submitted by May 8, 2025, to cbarry@cityofleavenworth.com.
